e& (formerly Etisalat)

An insider told this site that e& is integrating Amdocs Cognitive Core, an AI agent orchestration system, and that it may end up carrying the company's other AI agents and language models. The report states that an earlier Amdocs product, amAIz, was dropped after finding little internal traction, and that concerns raised internally about the vendor's origin and the product's usefulness did not change the decision. Reported directly rather than drawn from any public source, and published without identifying details. The procurement itself is corroborated by Amdocs' own announcement of 9 December 2025 and by the GSMA award of March 2026, both recorded below.

The Bureau lists Etisalat Afghanistan, a wholly owned e& subsidiary, at June 2024, and Etihad Etisalat (Mobily), the Saudi operator in which e& holds about 28% as an associate, at September 2024. Each has been reported by a US person as having made a boycott-related request in a transaction in United States commerce. The Bureau states that the list is not exhaustive and invites entities listed in error to contact it. It is a report, not an adjudicated finding, and the requests run towards the Arab League boycott of Israel rather than to screening of Israeli suppliers.

e& carries the four Israeli mobile operators, Pelephone, Partner, Hot Mobile and Cellcom, at entries 224 to 227 of its own roaming partners list, each marked yes for GSM post-paid, CAMEL, GPRS, 3G voice and data, 4G, 5G and callback. The Palestinian operators Jawwal ('Palcell') and Ooredoo ('Wataniya') follow at entries 362 and 363, marked yes for GSM, CAMEL, GPRS and 3G voice and data, with the 4G and 5G columns blank. The document is internally dated 14 May 2026.

Amdocs builds Cognitive Core by combining 'multiple software solutions into a cohesive platform', and says LangChain and LangGraph are 'central to agent orchestration', supporting agent construction, memory management, parallel execution, human-in-the-loop processes and interruption handling. It calls the NVIDIA NeMo Agent Toolkit pivotal to the ecosystem, and the Model Context Protocol the route by which agents reach telecom data sources. The orchestration layer rests on widely available open-source frameworks, on the vendor's own account.

e&, Amdocs and NVIDIA won the award for Best AI-Enabled Customer Experience, for agentic AI customer experience transformation at e&. Operator and vendor present the deployment jointly at the industry's largest event, and e& is Amdocs' public showcase for the platform.

e& reports FY2025 revenue of AED 72.9 billion, net profit of AED 14.4 billion, 244.7 million subscribers and operations in 38 countries. Excluding the Khazna Data Centers sale and a Maroc Telecom recovery, it puts net profit at AED 11.4 billion. The Emirates Investment Authority holds 5,218,052,400 shares, or 60%, plus one special share carrying preferential rights over the passing of certain company decisions. e& says it will 'evaluate build-versus-buy pathways for future agent orchestration platforms'. It names AWS, Oracle, IBM, Intel, Dell Technologies, Qualcomm and Salesforce as AI partners; Amdocs is not among them.

Amdocs launched aOS, an agentic operating system for telecommunications whose intelligence layer is Cognitive Core. Its investor materials of November 2025 describe the platform as having the amAIz suite at its core, complemented by newer agent-to-agent and Model Context Protocol technologies. That places Cognitive Core as a rebuild of the product e& had already bought rather than a separate purchase. Amdocs told investors in February 2026 that its 2026 guidance does not include significant revenue from aOS. Performance figures published on the product page are the vendor's own and unaudited.

e& and IBM presented an agentic AI solution for governance and compliance at the World Economic Forum in Davos. It is built on IBM watsonx Orchestrate, with its library of tools and customisable domain-specific agents, and is integrated with IBM OpenPages and watsonx.governance. A proof of concept was completed in eight weeks. e& therefore runs a second agent orchestration platform from a different vendor, so the Amdocs layer is not a sole-source dependency. The quotation is attributed to Hatem Dowidar, who left the group chief executive role on 31 March 2026.

Jawwal and Ooredoo can upgrade from 3G to 4G in the occupied West Bank after Israel's Communications Ministry approved the equipment they need, with rollout expected to take about six months. The framework agreement behind it had been delayed during the assault on Gaza. The two Palestinian operators had been confined to 3G since 2018, and Gaza remains on 2G. The tier gap between the Israeli and Palestinian rows of e&'s roaming list follows from Israeli control of Palestinian radio spectrum, not from a decision by e&.

Amdocs names 'etisalat by &e' in its customer list, as it has since the fiscal 2023 filing, and names Cellcom in the same list. Two of its largest development centres are in India and one is in Israel. Less than 15% of its workforce is located in Israel, against an average total workforce of 26,969, and revenue from customers in Israel is less than 1% of the total. Israel is among the eight countries holding principal operating subsidiaries. Amdocs Limited was organised under the laws of Guernsey in 1988 and trades on Nasdaq under DOX.

e& UAE selected the Amdocs amAIz generative AI platform and its library of predefined telco agents and skills for customer care, retail and network operations, with stated intent to expand to further telecom domains. The platform runs on NVIDIA AI Enterprise, with NeMo and NVIDIA microservices. Amdocs also supplies a telco-specific guardrail control mechanism with logging, auditing, role-based access control and privacy compliance. Quoted are Marwan Bin Shakar, acting chief technology and information officer of e& UAE, and Anthony Goonetilleke, group president of technology at Amdocs. No contract value or timeline is disclosed.

The Palestinian BDS National Committee called for a boycott of 'the Emirati regime and all its companies, institutions, and entities' complicit in the security and strategic alliance with the Israeli regime. It records that since the 2020 normalisation agreements Israel's arms exports to participating states, the UAE among them, have risen sharply, reaching around USD 1.8 billion in 2024, about 12% of Israel's total. These include drones and surveillance systems first tested on Palestinians.

The UN human rights office lists all four of e&'s Israeli roaming partners in Annex I: Cellcom at entry 33, Hot Mobile at 79, Partner at 121 and Pelephone at 123. Each is listed for providing services and utilities that support the maintenance and existence of settlements, and for the use of land and water for business purposes. Pelephone's parent Bezeq appears at entry 25 for the same two activities. The office listed 158 businesses after assessing 215, from submissions naming 596, and cited resource constraints; non-listing means out of scope or not yet reviewed, never cleared.

The Independent International Commission of Inquiry on the Occupied Palestinian Territory concluded that genocide is being committed in Gaza. Its finding is distinct from the ICJ provisional measures order of January 2024, which addressed risk rather than commission.

Etisalat has received Israeli threat intelligence services from Cyberint since 2023, named directly as the UAE-headquartered regional telecoms operator doing so by the researcher James Shires. He argues that the assault on Gaza drove Israel-UAE cyber cooperation back towards the quiet arrangements both countries favoured before normalisation. His account corroborates that the Cyberint relationship was operational rather than merely announced, and that its public visibility fell after October 2023.

Israel forces Palestinians in Gaza onto 'outdated technologies such as 2G mobile networks', which impede their ability to communicate with each other and connect to the outside world, writes Ali Abdel-Wahab of the Palestinian policy network Al-Shabaka. Israel granted the occupied West Bank 3G in 2018 while it 'trapped Gaza in the past, with only 2G access', leaving Gaza among the most digitally isolated places in the world. Internet outages have halted money transfers and cut Palestinians off from their bank accounts. He treats spectrum denial as policy, distinct from the destruction of infrastructure in Gaza.

Who Profits, an Israeli research centre, documented Cellcom running at least 167 active antennas in the occupied West Bank, occupied East Jerusalem and the occupied Syrian Golan as of January 2025, across more than sixty settlements, holding an Israeli Civil Administration licence for the occupied West Bank until 2032, and supplying the Israeli military since 2012, including an antenna in the Netzarim Corridor in Gaza during 2024 and another at an Israeli military outpost near Rafah that December. The International Court of Justice found Israel's continued presence in the occupied Palestinian territory unlawful, held settlements and their associated economic activity contrary to international law, and set out obligations on states in relation to trade and dealings with settlements.

e& carried three Israeli operators, Pelephone, Partner and Hot Mobile, at entries 228 to 230 of the edition of the same document internally dated 23 May 2024 and hosted on its own servers. Cellcom is not among them, which dates its addition to the roaming estate to some point between May 2024 and May 2026. e& maintained roaming interconnection with Israeli operators through the first seven months of the assault on Gaza.

The International Court of Justice found a real and imminent risk to the right of Palestinians in Gaza to be protected from acts of genocide, and ordered Israel to prevent them. The Court made no finding on the merits of the genocide claim, which remains pending, and the order puts commercial counterparties on notice of a duty of prevention.

Amdocs announced on 19 October 2023, twelve days after 7 October, that etisalat by e& had selected it to build AI-enabled autonomous stores, supplying orchestration, ecosystem integration, a mobile application and operations oversight. It names Trigo, a computer vision company, as the partner co-developing the stores and supplying the cameras, smart shelves and checkout system. Amdocs states that Trigo's system anonymises shopper movement data and that 'No biometric or facial recognition data are gathered or analyzed'. The release records neither supplier's Israeli character, and remains published.

etisalat by e& UAE deployed Cyberint's Argos platform for real-time threat intelligence, external risk monitoring and attack surface management across its infrastructure, announced jointly with the Tel Aviv firm. Khalid Murshed, then chief technology and information officer of etisalat by e& UAE and now group chief operations officer, is quoted; the announcement does not state that Cyberint is Israeli. Check Point acquired Cyberint in 2024 for consideration of approximately USD 188.6 million, per Check Point's own annual filing.

The Times of Israel reported Cyberint's agreement with etisalat by e& as a three-year agreement estimated at several million shekels and the Israeli firm's first UAE deal, announced at GISEC Global in Dubai. The three-year term rests on this report alone; the joint announcement does not state it. Neither company has publicly stated what happened at the term's expiry.

Shawan Jabarin, general director of the Palestinian human rights organisation Al-Haq, wrote that Israel attained full normalisation with the UAE and Bahrain essentially without precondition. A peace that does not include the rights of all Palestinians, he wrote, is one without justice, and Palestinian self-determination is not a matter up for debate. No signatory list is published with the open letter.

The Palestinian BDS National Committee and PACBI called the agreement 'the UAE regime's gravest betrayal of the struggle for Palestinian liberation'. They urged residents of the UAE to boycott Israeli presence and activity in the country, and called for the avoidance of 'any Emirati or other corporation that becomes complicit' in implementing normalisation with Israel.

Amdocs expanded its engagement with Cellcom Israel across cellular, fixed, television and broadband, and across retail and enterprise lines of business, describing a collaboration then already running nearly two decades. Cellcom is one of e&'s four Israeli roaming partners, sits at entry 33 of the UN settlements database, and has supplied cellular services to the Israeli military since 2012.

Trigo Vision Ltd, registered company number 515754232, appears at a Tel Aviv address under software and information technologies in the Israel Innovation Authority's published lists of companies it funded in 2018 and in 2019. The Authority is the Israeli government agency that funds technology research, so the Israeli state subsidised one of the two Israeli suppliers on e&'s October 2023 autonomous store contract. Trigo is absent from the 2020, 2021 and 2022 lists, which are year-specific rather than cumulative. The registers name recipients, publish no amounts, and appear only in Hebrew.

The Israeli brothers Daniel and Michael Gabay founded Trigo in Tel Aviv, building a ceiling-mounted camera and computer vision system for checkout-free shops. The company's own privacy notice gives its legal name as Trigo Vision Ltd. Trigo is the second Israeli supplier on the autonomous store contract etisalat by e& signed in October 2023, and the announcement of that contract records neither supplier's Israeli character.

Israel allocated the frequencies on which the Palestinian operator Wataniya, now Ooredoo Palestine, was licensed to operate. Israeli control over the radio spectrum available to Palestinian operators dates back to that original second-operator licence, and is not a feature of the current war alone.
